Fresno Police Arrest Man in Domestic Violence Case After License Plate Reader Alert

Fresno police arrested a 39-year-old man Sunday in connection with a domestic violence incident reported last month, authorities said.

David Moreno was arrested about 8:20 p.m. Sunday after members of the Fresno Police Department’s Northwest District Safety Team received an automated license plate reader alert for his vehicle near North Blackstone Avenue and Saginaw Way, police said.

Officers located the vehicle traveling north on Blackstone Avenue near East San Jose Avenue, confirmed Moreno was driving and conducted a traffic stop, police said. He was arrested and booked into the Fresno County Jail on domestic violence charges related to the case.

The charges stem from a July 29 incident at the apartment of Moreno’s ex-girlfriend, according to police.

Police said the woman arrived home from work about 4:30 p.m. and found Moreno inside her apartment. She went to her bedroom to change clothes for school, and Moreno followed her to talk, police said.

When the woman tried to leave the room and went into a bathroom to change, Moreno stood in the doorway and refused to move, preventing her from leaving, police said. Moreno also had her keys and phone, according to police.

The woman then shouted for her daughter to call 911. Police said Moreno covered the woman’s mouth with one hand and placed his other hand on the back of her upper neck for about three seconds to stop her from yelling for help.

Police said Moreno prevented the woman from leaving the room for about 10 minutes. He fled after her daughter called 911.

The Fresno Police Department received the report of the disturbance at about 5:12 p.m. that day, police said.
