Efforts to unify behind Rep. Eric Swalwell collapsed following allegations of sexual misconduct, shifting attention to businessman Tom Steyer and former Rep. Katie Porter, both of whom have struggled to gain traction.
Other Democrats, including Antonio Villaraigosa and San Jose Mayor Matt Mahan, also lag in polling.
On the Republican side, former TV host Steve Hilton leads, followed by Riverside County Sheriff Chad Bianco.
