The U.S. Postal Inspection Service is working with the Fresno Police Department to investigate a report of suspicious activity near a mailbox, the agency told GV Wire after being questioned about allegations involving State Center Community College District trustee candidate Terance Frazier.
GV Wire specifically asked postal inspectors whether they could provide information about allegations that Frazier went through his political opponent’s mail.
In response, a postal inspector said, “The United States Postal Inspection Service (USPIS) is working with the Fresno Police Department to look into a report that was made of suspicious activity near a mailbox.”
The agency did not identify Frazier by name or confirm whether he was the subject of the inquiry.
The statement follows allegations that Frazier, a candidate for the State Center Community College District 5 trustee seat, went through mail at the home of his political opponent, Marcos Osorio.
A video taken by Osorio’s sister, Allyson Osorio, shows her confronting a man the family alleges is Frazier outside Osorio’s home in the Fresno High neighborhood after 8 p.m.
Stealing, tampering with, or destroying mail is a federal felony. In cases involving organized thefts, convicted mail thieves face up to five in federal prison and fines up to $250,000.
USPIS says that it has arrested thousands of suspects in recent years and it offers rewards of up to $100,000 for information leading to the arrest of mail thieves.
Man Identifies as ‘Charles Smith’
The man in the video identified himself as “Charles Smith” and asked about a former resident of the home, Andrew Van Horn.
Marcos Osorio previously told GV Wire that two pieces of mail addressed to Van Horn were inside his mailbox.
Allyson Osorio said she recognized the man as Frazier after seeing him near the mailbox.
Fresno police previously confirmed that Osorio filed a police report.
The allegations also prompted the State Center Federation of Teachers to call on Frazier to withdraw from the election.
Frazier did not respond to a phone call or text message seeking comment for GV Wire’s earlier report.
Postal Inspectors Urge Residents to Report Suspicious Activity
In its statement, the Postal Inspection Service emphasized the importance of reporting suspected mail theft and suspicious activity around mailboxes.
“Reporting is a crucial part of helping USPIS protect the mail,” the agency said.
Residents who witness suspicious activity or believe they have been victims of mail theft are encouraged to contact local law enforcement and the Postal Inspection Service at 1 (877) 876-2455 or through uspis.gov.
The agency also encouraged residents to share video evidence of suspected mail theft with law enforcement.
Postal inspectors recommended collecting mail promptly, checking on overdue financial documents, and signing up for USPS Informed Delivery to monitor incoming mail.
The agency also advised residents against sending cash through the mail and recommended depositing checks and sensitive financial documents inside post offices.
