State Center Faculty Union Calls on Fresno Candidate Terance Frazier to Leave Race

Following the release of a video purportedly showing Fresno political candidate and former nonprofit executive Terance Frazier at his opponent’s home and identifying himself by another name, the State Center Federation of Teachers is calling on Frazier to leave the race.

A video taken by the sister of State Center trustee candidate Marcos Osorio shows a confrontation after 8 p.m. at Osorio’s home in the Fresno High area with a man the family alleges is Frazier.

Osorio and Frazier are running for the State Center Community College District 5 seat, which encompasses central Fresno. Frazier had recently been in a debacle about operation of sports complex Granite Park. A call and a text message to Frazier were not returned.

Marcos Osorio said as a candidate, he’s disappointed in Frazier’s alleged behavior, but as a father, “I’m obviously angry.”

“As a father, I’m definitely angry. I think this is unacceptable. As a candidate, this is unbecoming of any candidate for a race,” Osorio said.

The video prompted the State Center Federation of Teachers to call on Frazier to leave the race.

In a statement, union President Keith Ford said the video speaks for itself.

“This is not a gray area,” Ford said. “A candidate showed up at his opponent’s home at night, went through the mail, and lied to a family’s face about who he was. That is disqualifying. It may be the most brazen example we have seen of a local politician crossing a personal line and acting in bad faith.”

Man in Video Calls Himself “Charles Smith”

Allyson Osorio told GV Wire on Tuesday that she saw a man she identified as Frazier near the mailbox of her brother’s home after leaving a forum at Reedley College where Frazier was scheduled to debate her brother Marcos Osorio.

The home was covered with political signs featuring Marcos Osorio’s name and image, Allyson Osorio said.

She said the family left the forum early after organizers moved up Marcos Osorio’s appearance time.

Allyson Osorio said that when she arrived at the house with Marcos Osorio’s two children, the man she believed was Frazier began moving toward the sidewalk. She said the man then interacted with the family and shook each of their hands.

Allyson Osorio said she recognized the man and began asking “what’s up?” The man in the video does not directly answer her questions and says he wants to leave a message with the homeowner.

In the video, the man asks whether Allyson Osorio is “Catalina,” the name of Marcos Osorio’s ex-wife. The man also identifies himself as “Charles Smith,” which Allyson Osorio said she knew was not his real name.

Marcos Osorio said that if Frazier had been knocking on doors as part of campaign activity, he should have identified himself.

“It was 8:15 p.m., it was dark, you can’t confuse it for political time, activity…” Osorio said. “I think what made it more bizarre is that Mr. Frazier did not acknowledge who he was. It was obvious he was there for other reasons.”

Who is Andrew Van Horn?

Another name mentioned by the man in the video also raised questions for Osorio.

The man asks whether the home belongs to “Andrew Van Horn,” whom Allyson Osorio said previously rented the house before Marcos Osorio moved in.

Marcos Osorio said two pieces of mail addressed to Van Horn were inside the mailbox.

“In there were two envelopes for a Mr. Van Horn which is the same name that Mr. Frazier said, so my sister and kids seeing him running from the mailbox, knowing that name, that mail came that day,” Marcos Osorio said.

The Fresno Police Department confirmed that Osorio filed a police report.
