Visalia police arrested two people early Tuesday morning after officers recovered a stolen vehicle and identified one suspect in a separate vehicle tampering investigation.

At 7:51 p.m. Monday, Visalia Police Department patrol officers responded to the 1200 block of South Central Street for a report of a stolen vehicle. Officers learned a family’s Toyota Corolla had been stolen from the street about 20 minutes after they returned home from grocery shopping.

Police located the unoccupied vehicle around 8:30 p.m. parked in a stall in the 800 block of West Murray Street. The Tulare Regional Auto Theft Task Force assisted with the investigation.

At about 1:30 a.m. Tuesday, a Visalia officer spotted the stolen vehicle being driven near Court and Walnut streets. Officers, with assistance from TRATT detectives, conducted a traffic stop and arrested the driver, Michelle Hall, 37, and passenger, Jeffery Downing, 39, without incident.

Police said Downing was on parole for homicide and was also out on bail at the time of his arrest.

He was booked on suspicion of possession of a stolen vehicle, vehicle theft, conspiracy to commit a crime, committing a felony while out on bail, and a parole violation.

During the investigation, officers identified Hall as a suspect in a separate incident reported around midnight at the Kaweah Health parking lot in the 300 block of South Locust Street. Police said they received reports of a woman attempting to remove license plates from parked vehicles.

Hall was booked on suspicion of possession of a stolen vehicle, vehicle theft, conspiracy to commit a crime, and vehicle tampering.
