Cap and trade revenue allocation remains source of disagreement

The California Legislature has intended that California’s “disadvantaged communities” benefit from the revenue of cap-and-trade revenue from companies’ purchases of pollution allowances. However, four years after California passed a bill directing the use of these funds, the question of how to identify California’s areas of needs is still in contention.
