Tulare County Adds Two New Fugitives to Sheriff’s Top 10 List

Tulare County detectives have added two men to the Sheriff’s Top 10 fugitives list and are asking for the public’s help in locating them.

The County Apprehension Team Tracking Criminals in Hiding, known as CATTCH, identified the fugitives as Jaime Arcadio Navarro, 34, of Lindsay, and Raymond Garay, 28, of Poplar.

Navarro, who goes by “Snoop,” is wanted on suspicion of arson, grand theft and resisting arrest, authorities said.

Garay is wanted in connection with a domestic violence case and for allegedly firing a gun negligently.
