Clovis Police, ABC Cite Three for Giving Alcohol to Minors in Shoulder Tap Operation

Clovis police and California Alcoholic Beverage Control agents cited three people for furnishing alcohol to minors during an undercover operation on Tuesday, authorities said.

The “Shoulder Tap” operation used a decoy under 21, supervised by law enforcement, who asked adults outside local stores to buy alcohol while clearly stating they were underage, the Clovis Police Department said in a statement.

Three suspects agreed to purchase alcohol for the minor and were cited at the scene, Clovis police said. One driver was also arrested for DUI during the operation.

Furnishing alcohol to a minor carries a minimum $1,000 fine and 24 hours of community service, officials said.

ABC Director Joseph McCullough said the enforcement aims to curb youth access to alcohol and reduce alcohol-related crashes. “By preventing underage drinking we can increase the quality of life in our communities and reduce DUIs, he said.

According to the National Highway Traffic Safety Administration, about 25% of fatal crashes involve underage drinking.

The enforcement effort was funded through a grant from the ABC Alcohol Policing Partnership program.
