Visalia Man Arrested for Throwing Objects on the 99, Causing Chaos

A man accused of hurling objects onto Highway 99, narrowly avoiding multiple traffic accidents, has been arrested, the Visalia Area CHP said Tuesday.

On Wednesday of last week, the CHP received reports of a man running in traffic lanes near Prosperity Avenue, throwing various items — including a chair — on the freeway.

Witnesses described several close calls as drivers swerved to avoid the debris.

Investigators identified Manuel Zepeda, 41, a local unhoused man with a criminal history, as the suspect. Zepeda, a parolee recently released from prison, has been involved in similar incidents before, the CHP said.

Officers located and arrested Zepeda on Monday. He faces charges of throwing objects at vehicles with malicious intent, violating parole, and resisting arrest, according to authorities.

Zepeda was booked into the Tulare County Pre-Trial Facility and faces a $20,000 bond.
