Scott Mozier, who had a hand in more than 1,000 capital projects since 2014, is retiring as public works director for the city of Fresno.

City manager Georganne White announced Mozier’s retirement in a news release Wednesday morning.

“Throughout his 24 years with the city, Scott has helped secure funding, build partnerships and successfully deliver projects such as Veterans Boulevard, the Fulton Street Reconstruction Project, the Pave More Now initiative and so much more,” said White. “We are grateful for his many years of service.”

Mozier most recently has overseen the city’s Active Transportation Plan, which has identified 824 miles of bike lanes and 581 miles of sidewalk construction to add. The implementation plan begins with 82 miles of bike lanes and 62 sidewalk miles.

Brian Russell Is New Public Works Director

White also revealed that Brian Russell is the new public works director. Russell came to work for the city in 1994 and has steadily advanced through the ranks.

White cited Russell’s public works knowledge and experience in announcing his appointment.

“Brian knows public works from the ground up and has earned the respect of employees throughout the department,” said White. “He is a strong, proven leader who understands the work, knows how to bring people together and gets things done. I am confident he is the right person to lead the department into its next chapter.”

Before the promotion, Russell was the assistant director of public works. In that role, he oversaw 270 employees responsible for street maintenance, traffic signals and streetlights, landscape maintenance, urban forestry. and graffiti abatement.

Russell will take command on Oct. 5.

“He understands our neighborhoods, he cares deeply about this city, and he has a proven track record of delivering results,” Dyer said of Russell.

Nearly 25 Years at City Hall for Mozier

Mozier joined Fresno’s public works division in 2002 and became director in 2014.

“Scott has been instrumental in shaping Fresno and delivering projects that will serve our community for decades to come,” said mayor Jerry Dyer. “We will miss him and the incredible way he has served our city over the years, and we wish him all the best in his next chapter.”
