A 43-year-old man suspected in a shooting that wounded another man was arrested Thursday after authorities said he rammed an undercover police vehicle, fled officers, and crashed into a parked vehicle.

Central Policing District officers responded about 6:51 p.m. Sunday to a ShotSpotter alert reporting 11 rounds fired near Olive and Lucerne avenues. While investigating, officers received a report of a gunshot victim near Second Street and Orleans Avenue.

The victim told officers he had been near Olive and Lucerne avenues when he suffered a graze wound to his left ankle. He was taken to Community Regional Medical Center and was listed in stable condition.

Felony Assault Unit detectives determined the victim had been celebrating his birthday with several other people and that the group was leaving the area when a black Chevrolet pulled away from the curb.

Police said the vehicle’s sole occupant confronted the victim and fired several rounds, grazing him in the ankle. As the victim ran, one of the people with him fired toward the suspect in defense of the victim, according to police.

The victim then drove to Second Street and Orleans Avenue to call police.

Fresno Police Identify the Suspect

Detectives used automated license plate readers as part of their investigation and identified Troy Franklin, 43, as the shooting suspect. Detectives obtained a Ramey warrant for his arrest.

About 10:05 a.m. Thursday, Fresno Police Department Street Violence Bureau Tactical Team officers received information that Franklin was near First and Nees avenues. Officers saw Franklin leave a business and enter a vehicle.

As detectives moved in to arrest him, police said Franklin intentionally rammed an undercover detective vehicle and fled.

A Fresno Police Department Air1 helicopter followed Franklin to the area of Barstow and Millbrook avenues, where police said he collided with a parked vehicle and ran from his vehicle.

Franklin was quickly taken into custody with assistance from Air1, Street Violence Bureau Tactical Team members, Career Criminal Auto Theft Team members, K-9 officers, and Northeast Fresno patrol officers.

Police said Franklin will be booked into the Fresno County Jail on charges related to Sunday’s shooting and felony assault on a peace officer.
