A federal grand jury has indicted Raquel Mosqueda, 36, of Porterville, and Jimmie L. Carter, 44, on charges of conspiring to violate the constitutional rights of an inmate at California State Prison-Corcoran, U.S. Attorney Phillip A. Talbert announced Friday.

Mosqueda, a correctional officer with the California Department of Corrections and Rehabilitation, and Carter, an inmate, allegedly collaborated on an assault that occurred on or around April 20, 2022.
According to court documents, Mosqueda allowed Carter and other inmates to enter the victim’s cell, resulting in an attack that caused bodily injuries.

Mosqueda is also accused of depriving the victim of the constitutional right to be free from cruel and unusual punishment, including the right to reasonable protection from inmate violence, authorities said.
If convicted, Mosqueda and Carter each face up to 10 years in prison and a $250,000 fine for the conspiracy charge, officials reported.

The U.S. Attorney’s Office said that Mosqueda faces an additional 10 years and $250,000 fine for the deprivation of rights charge. Sentencing decisions will consider statutory factors and federal guidelines.
The FBI and CDCR’s internal affairs unit conducted the investigation.
