One of the Valley’s most notorious and violent criminals will remain incarcerated for at least five more years at Valley State Prison in Chowchilla.

Charles Ray Hall, who raped or attempted to rape 14 victims over four months in 1981, was denied parole on April 1, the Tulare County District Attorney’s Office said in a news release.

Dubbed the “Oildale Rapist,” the now 66-year-old Hall was sentenced to 181 years for his crimes, which included victims as young as 10 years old.

He was charged and convicted of 12 rapes, two attempted rapes, 10 robberies, and 11 burglaries, according to bakersfield.com. His convictions also included assault with a deadly weapon.

Prosecutor Kirk Wilson called Hall “the most despicable, vile person I have ever had contact with in the criminal justice system.”

Task Force Arrested Hall

A special task force was created to catch Hall, and three Bakersfield police officers arrested him on Sept. 17, 1981. At the time, Hall was on supervised release because of a previous rape conviction.

Hall is eligible for an “elderly” parole hearing because he is over 60 and has served more than 25 years. This was his second parole hearing.

The Tulare County DA’s Office opposed Hall’s release.
