A woman was arrested after Fresno police said surveillance video showed her striking her 4-year-old daughter more than 20 times with a rubber-style sandal and grabbing the child by the neck.

Officers responded Thursday to a reported child abuse incident, Fresno police told GV Wire.

During the investigation, officers reviewed surveillance video that police said showed Dahlya Brooks physically disciplining her daughter for about 10 minutes.

Brooks struck the girl more than 20 times on the buttocks and legs with the sandal, repeatedly pushed and grabbed her, grabbed her by the neck, and forcibly threw or slammed her onto a couch before continuing to strike her, police said.

Police said Brooks also threatened to break the child’s legs during the incident.

The girl was later found with bruising on her buttocks and lower back, according to police.

Brooks admitted striking her daughter with the sandal and grabbing her by her shirt and neck, police said.

Brooks was arrested and booked into the Fresno County Jail.

According to jail records, Brooks has been charged with endangering, causing, or permitting physical or mental injury to a child and cruel/inhumane treatment. Her bail is set at $40,000.
