A Visalia man was arrested Friday after authorities said he threatened to shoot a family member and continued stalking the victim while making additional threats.
Members of the Tulare County Agencies Regional Gun Violence Enforcement Team, known as TARGET, arrested Christopher Rowan, 42, during a traffic stop in Visalia. The operation involved the Visalia Police Department’s Special Enforcement Bureau, the Farmersville Police Department and the Tulare County Probation Department.
Rowan was wanted by the Farmersville Police Department after investigators said he threatened to shoot a family member. During the investigation, officers determined Rowan had also been stalking the victim while continuing to communicate the threats.
Authorities said Rowan was on Tulare County probation for assault with a deadly weapon at the time of his arrest.
During the traffic stop, officers said they found additional evidence linking Rowan to the alleged crimes.
Rowan was booked into the Tulare County Pretrial Detention Facility on suspicion of making terrorist threats and violating the terms of his probation.
