Visalia Police Make Arrest in Deadly Hit-and-Run

Police have arrested a man in connection with a fatal hit-and-run that happened on Wednesday in Visalia.

Officers responded around 4 a.m. to a report of a man lying in the roadway near Noble Avenue and Vista Street.

The man was found unresponsive and taken to Kaweah Health, where he died, police said.

The Visalia Police Department’s Traffic Unit launched an investigation and, with the help of video surveillance and witness statements, identified the suspect as Dail Hover, 43.

On Thursday, officers with the Traffic Unit and the department’s Special Enforcement Unit arrested Hover at a home in the 1200 block of West Wren.

He was booked into the Tulare County Adult Pre-Trial Detention Facility on suspicion of vehicular manslaughter and felony hit-and-run.
