As President Joe Biden tries to deal with a broken supply chain that is frustrating consumers and business owners across the United States, it’s important to note that California emissions rules affecting trucks and ships in ports such as Los Angeles, Oakland, and Long Beach complicate the movement of goods.

A year ago, oil companies, engine manufacturers, and port operators opposed the new rules. They said America’s COVID-19 battered economy could not weather changes that could cost nearly $7 billion.
