State officials announced that Fresno County can move into the Orange tier on Wednesday — great news for businesses such as restaurants and entertainment venues under COVID-19 restrictions.
Under the orange tier, restaurants can open indoors at 50% capacity. Movie theaters can also open at 50% capacity, and gyms can now have 25% capacity.
Kings County joined Fresno in moving into the less restrictive COVID-19 tier. But Madera and Merced counties remained in the red tier. Tulare and Mariposa counties previously dropped to orange.

Places of worship are encouraged to allow 50% indoor capacity. However, the state notes that location and capacity limits on places of worship are not mandatory.
Family entertainment centers can open indoors with the following parameters:
- Max 25% capacity
- 50% if all guests are tested, or show proof of full vaccination
- 100% masking except for food and beverage service
- Food/beverage consumption must be restricted to designated areas separated from activity area
Outdoor live events with assigned seats and controlled mixing — sports and live performances), for example — can also allow more guests:
- Max 33%, includes suites with 25% occupancy per suite
- Weekly worker testing program
- In-state visitors only, check for current CDPH Travel Advisory in effect
- Indoor concessions in designated areas
- Max 67% if all guests are tested or show proof of full vaccination
Rules for Amusement Parks and Fairs are also relaxed to allow the following:
- Max 25%
- Indoor capacity max 25% with time restrictions
- Weekly worker testing program
- In-state visitors only, check for current CDPH Travel Advisory in effect
