Project 2025, a controversial right-wing playbook for a future presidential administration, continues its efforts to train potential political appointees despite recent setbacks.
ProPublica and Documented obtained 23 previously unpublished training videos totaling over 14 hours of content from the project’s Presidential Administration Academy.
The videos offer advice on governing, avoiding FOIA disclosures, and implementing conservative policies. Some speakers downplay climate change concerns and advocate for removing gender-related initiatives from government agencies.

Trump’s Connections and Ambitious Policy Proposals
Despite Trump’s attempts to distance himself from Project 2025, 29 of the 36 speakers in the videos have worked with him in some capacity. The project’s 887-page “Mandate for Leadership” document outlines extensive policy proposals, including eliminating the Department of Education and restricting abortion access.
The videos also provide guidance on navigating bureaucracy and avoiding potential roadblocks from career staff. Speakers advise on social media management, working with conservative media outlets, and minimizing paper trails to avoid scrutiny.

Critics Warn of Extreme Agenda
Critics argue that the project’s agenda is extreme and authoritarian. Noah Bookbinder, president of Citizens for Responsibility and Ethics in Washington, stated, “Trump’s attempts to distance himself from Project 2025 have always been disingenuous.”
While some advice in the videos is routine for incoming appointees, other segments propose radical changes to federal government operations and policies.
