The state’s VMT policy took effect in 2020 as a way to encourage infill development and reduce how far people drive to shop, go to school, and work.

Business owners say they did not know about the proposal until very recently.

Fresno City Attorney Andrew Janz said the city’s rules on how the tax affects new and expanding businesses aren’t clearly written.
