Construction on Shirk Street will enter its next phase on Monday, Nov. 10, as part of Visalia’s Shirk Capacity Enhancement Project.
Phase 2C will close Shirk Street from Pershing Avenue to Goshen Avenue, with the Goshen and Shirk intersection closed to southbound traffic but open to east, west, and northbound travelers.
The project includes installing a 48-inch mainline sanitary sewer, boring under Union Pacific Railroad tracks, and completing concrete and electrical improvements.
Detours will be posted at Goshen Avenue, Plaza Drive, Akers Street, Hillsdale Avenue, and Highway 198.
Work is scheduled for completion on Jan. 16, 2026.
Residents, workers, and visitors will still have access to businesses along Shirk Street.
