A Coarsegold pastor has been arrested following a months-long investigation into sexual abuse involving a 15-year-old girl, the Madera County Sheriff’s Office said Thursday morning.
Joshua David Kemper, 47, was taken into custody at his home Monday after investigators concluded he engaged in inappropriate sexual conduct and communication with the minor, authorities said. The investigation began on July 28 after church officials reported concerns about Kemper’s interactions with the victim.
Detectives determined the sexual relationship occurred between March and July, taking place at the church, the victim’s home, and inside Kemper’s vehicle.
Authorities also uncovered digital evidence, including explicit messages, photos, and videos exchanged between Kemper and the juvenile.
Kemper, who retained legal counsel, declined to provide a statement. He faces multiple felony charges, including sexual exploitation of a minor and child grooming.
Sheriff’s officials commended the victim and her family for coming forward and said the investigation identified extensive digital grooming and methods used to conceal communications.
Are You Also a Victim?
Authorities noted that there may be additional victims and urged anyone with information to contact the Madera County Sheriff’s Office Investigations Unit at (559) 675-7770 or detective Michaela Plummer at (559) 706-1276.
