Confidence in major U.S. institutions remains near record lows, with only 28% of Americans expressing high confidence, unchanged from 2024, according to Gallup.

The partisan divide has widened under President Donald Trump, as Republicans’ average confidence rose nine points to 37% — the highest since 2020 — while Democrats’ fell five points to a record-low 26%.

Confidence diverges most on the presidency and police. Among 18 institutions, only small business (70%), the military (62%), and science (61%) earned majority confidence.

Congress and television news rank lowest, near 10%. Republicans’ trust rose sharply in the presidency, military, and police, while Democrats’ trust in those dropped significantly. Independents’ confidence held steady at 25%.

Confidence in the police dipped six points nationally, with a 28-point racial gap between White and Black adults.

The report suggests that trust in institutions often reflects which political party holds power.
