SLO Deputies Fatally Shoot Man in Los Osos Weeks After US Marshal Impersonation Arrest

A Chowchilla man who was recently arrested for impersonating a U.S. Marshal was fatally shot by sheriff’s deputies early Wednesday in Los Osos, authorities said.

The San Luis Obispo County Sheriff’s Office identified the man as Andrew Biscay, 40, who was killed during a deputy-involved shooting near the 2300 block of Fresno Street.

Deputies responded just after midnight to a report from a woman concerned for her safety. She told authorities a man known to her, with a history of violent behavior and known to possess weapons, was in the area of her residence.

As deputies searched the neighborhood, Biscay was spotted near the home.

Authorities said he presented a handgun as deputies approached, prompting both deputies on scene to fire their service weapons. Biscay was struck and fell to the ground.

Deputies called for backup and medical aid while providing life-saving efforts until medics arrived around 12:15 a.m. Biscay died at the scene.

The deputy-involved shooting is under investigation.

Biscay had been arrested in Madera County on June 20 for impersonating a U.S. Marshal.
