Clovis Community College President Kim Armstrong has been named interim president of Fresno City College, one of several shifts among leaders at State Center Community College District that was announced Friday.
Armstrong, who has headed Clovis College since January 2023, will be replacing outgoing President Robert Pimentel.
Pimentel, who was selected in April 2022 to head Fresno City College, is leaving at the end of July to become chancellor at West Hills Community College District.

Armstrong’s interim replacement as Clovis Community College president will be Monica Chahal, currently the college’s vice president of instruction. The district will be creating a position of interim vice president of instruction and seeking applications from internal candidates across the district.
Meanwhile, Glynna Billings will become interim (provisional) vice president of administrative services at Fresno City College until the position is advertised and filled, the district said. She is currently State Center’s accounting manager and supervises accounts payable, payroll, and other vital financial operations.
Billings is replacing Omar Gutierrez, who is leaving his job as Fresno City College vice president of administrative services for a new job as chief business officer at Southwestern College in Chula Vista.
Chancellor Has ‘Full Confidence’ in Leadership Team
State Center Chancellor Carole Goldsmith said in a news release Friday that she has “full confidence” in the district’s leadership team and the entire district during this time of transition.
“These strategic appointments reflect the district’s deep commitment to maintaining positive momentum and our focus on advancing equitable student access and achievement across the district,” she said. “We are fortunate to have such talented and versatile individuals in our District.”
