Gov. Newsom proposes to alter the state’s 53 House districts to shift five or six seats now held by Republicans into Democratic hands.
However, California voters will have the last word in a special election after Newsom prepares the new maps.
In Texas, state lawmakers have the power to redraw the lines. They’re doing do at the urging of President Donald Trump in hopes of electing more Republicans in the Lone Star State.
