After nearly three decades of planning, Madera County officials officially broke ground Thursday on a major road project that promises to ease congestion along Highway 41, just outside the growing Tesoro Viejo community north of Fresno.
The new Rio Mesa Boulevard will act as a bypass to one of the busiest stretches of Highway 41, giving drivers an alternative route between Avenue 15 and Avenue 12. The project includes two travel lanes, a bike lane, landscaping, and a full right-of-way. Phase one is expected to wrap up by summer 2026.

“This is more than just another road project, it’s a major investment in the future of Madera County,” said Supervisor Bobby Macaulay at the groundbreaking. “This area has seen incredible growth, and this new route will help relieve traffic, support future development, and improve daily life for people who live and drive here.”
The multi-million-dollar project is being built in partnership with McCaffrey Homes, Lyles Construction, and Tesoro Viejo. As the region continues to grow, officials say Rio Mesa Boulevard will play a key role in improving safety, access, and long-term infrastructure planning.
