A federal grand jury Thursday charged a former Bullard High photography teacher with sexual exploitation of a child, receipt of child sexual abuse images, and sending obscene material to a minor.

Between November 2024 and February 2025, 37-year-old Ray Waller allegedly exchanged obscene images with a minor over phone, according to a news release from the U.S. Attorneys Office. Attorneys allege he used text messages and phone calls to get the minor to create and send images to him.

If convicted of sexual exploitation, Waller could face between 15 and 30 years in prison and a $250,000 fine. A conviction for exchanging obscene material with a minor could bring between five and 20 years and another $250,000 fine. A guilty verdict for sending obscene images could bring 10 years and a $250,000 fine.

Waller also faces charges in Fresno County Superior Court.

He is still in custody. A detention hearing to determine his custody status is scheduled for Monday, June 30.

Assistant U.S. Attorney David Gappa is prosecuting the case. The Fresno Police Department and Homeland Security Investigations participated in the investigation through the Central California Internet Crimes Against Children Task Force.
