Workers are moving onto Fresno Unified campuses to complete renovations as students leave for summer vacation.
The School Board approved multiple contracts for summer construction projects during recent meetings.
The sitework includes building renovations, ventilation replacement, parking lot improvements, and meeting Americans with Disabilities Act standards.
The district is spending $22.9 million on the upgrades and awarding contracts to the lowest bidders. Measure M and Measure X construction bonds are the sources of the funds.
More Scrutiny on Contractors Because of Wage Theft Allegations
Trustee Veva Islas emphasized a need to ensure that lowest bidders are good actors in light of concerns about wage theft.
A worker spoke at a recent board meeting about contractors used by the district engaging in wage theft.
“These contractors were entrusted with public funds to improve our learning environments,” Juan Rosales of Local 294, a union for painters, drywallers, glaziers, and floor installers, told the School Board. “Yet, some have failed to uphold the basic standards of lawful and ethical labor practices.”
The district recommended a contractor named by Rosales for approval as a lowest bidder.
District facilities manager Alex Belanger assured trustees that the district is coordinating with the Department of Labor to look into the claims and ensure due process.
In the meantime, Fresno Unified is closely monitoring all summer work to guarantee workers are treated fairly, according to the district’s chief of operations, Paul Idsvoog.
The contracts passed in a 5-0 vote with trustees Islas and Elizabeth Jonasson Rosas abstaining.
“I take issues of wage theft seriously,” Islas said. “When those concerns are raised, it does create worry for me, and I don’t know if I could vote in good faith right now.”

Multiple campuses will receive new heating, ventilation and air conditioning units to enhance comfort and energy efficiency. Some sites, including Aynesworth, Ericson, and Calwa elementary schools, will also get new energy management systems.
The district is placing a permanent parking lot and a new parking lot at Farber Educational Center South Building and a new parking lot and drop-off area at Tioga Middle School to better direct traffic.
Contractors will do exterior painting at multiple sites including Hoover High School, Gaston Middle School, and Vang Pao Elementary School.
