A 23-year-old parolee was arrested Sunday evening in southeast Fresno after a standoff and officer-involved shooting that began when he brandished a handgun at officers and attempted to flee, authorities said.

Around 5:35 p.m., Fresno police officers were conducting a follow-up investigation near Sierra Vista and Turner avenues. They were searching for Andrew Garcia, a parolee who previously fled from law enforcement twice.

Officers attempted to arrest Garcia, who allegedly threatened them, prompting concerns that he was armed.

Police said Garcia exited a residence with a handgun and entered a vehicle, then tried to escape by ramming through fences of nearby homes. While still inside his car, he reportedly pointed the gun at perimeter officers and continued crashing through fences. One officer fired a weapon at Garcia but did not hit him.

The incident led to a standoff, during which Garcia remained in contact with crisis negotiators. He later surrendered to SWAT officers. He was taken to Community Regional Medical Center for complaints of pain related to vehicle collisions during the escape attempt.

Detectives later recovered a replica handgun near Garcia’s vehicle.

Garcia, who is on parole for felony assault and domestic violence, was booked into the Fresno County Jail on five counts of felony vandalism and two counts of brandishing and resisting arrest. He also has a pending warrant for violating his parole.

Fresno police noted that this is the fourth officer-involved shooting in 2025 for the department.
