California court documents have shed light on the erratic mental state of Jason Vassar, a trustee of Belleview Elementary School District’s board in Tuolumne County, leading to a restraining order against him and the initiation of his removal from office.

The documents, which were made public by Tuolumne County Superior Court, include a 93-page, three-part “manifesto” penned by Vassar, filled with expletives and disturbing statements.

Vassar, 50, handed over these writings to Belleview District Superintendent-Principal Carmel Portillo shortly after a meeting on Oct. 30. The meeting was called by Portillo to discuss board matters and to address concerns about Vassar’s mental health. During the meeting, Vassar claimed to be a messiah chosen by God to end the world and revealed that he had recently been placed on a 5150 psychiatric hold after trying to enter an Air Force base, believing it would protect him from unidentified threats.

Vassar’s writings, which he emailed to Portillo and Norma Wallace, executive director of the Tuolumne Joint Powers Authority, shortly after the meeting, are filled with conspiracy theories about the government’s handling of COVID-19 in schools, biblical references, and threats of violence.

The court granted a temporary restraining order against Vassar on Nov. 3, requiring him to stay at least 1,000 feet away from the Belleview School campus, students, and staff, and to surrender all firearms to law enforcement.

The school district has begun the process of removing Vassar from the board through the state Attorney General’s Office. A court hearing is scheduled for Tuesday, Nov. 28, to determine a possible permanent injunction. Vassar has been serving on the board since 2015.
