Wind speeds in Europe are falling, causing a rise in the price of power and gas. The continent’s energy system is becoming vulnerable, even as it has built up large reserves of stored gas ahead of the winter heating season. This comes amid a cut in demand to reduce its reliance on Russian natural gas.
