GV Wire spoke with House Majority Leader Kevin McCarthy (R-Bakersfield) at the U.S. Capitol about his thoughts on H.R. 23. The water bill, carried by Hanford Republican David Valadao, now heads to the U.S. Senate, where it faces an uncertain future.

However, McCarthy (whose district covers parts of Tulare County as well) is optimistic.
